当地时间2月23日，塔斯社报道称， 美国副国务卿纽兰在接受专访时表示，如果俄方做好准备，美方也已准备好同俄方就《新削减战略武器条约》进行谈判，哪怕谈判明天就开启。纽兰还称，美方也已经准备好同意接受相关检查。
纽兰还表示，在核安全领域，美国和俄罗斯在全球范围内承担着重大责任。她强调，“美国准备就确保《新削减战略武器条约》的执行重返谈判”。
《新削减战略武器条约》由俄美两国2010年签署，2011年2月5日生效，有效期10年。2021年2月3日，俄美双方互换外交照会，完成延长《新削减战略武器条约》有效期协议的相关内部程序，条约有效期随后延长至2026年2月5日。俄美《中导条约》2019年失效后，这一条约成为两国间唯一军控条约。本月21日，俄罗斯总统普京发表国情咨文时宣布俄方暂停履行《新削减战略武器条约》。22日，俄罗斯议会上下两院都通过了俄暂停履行《新削减战略武器条约》的法律草案。（总台记者 王德禄）
