The Smokescreen of U.S.-Cuba 「Dialogue」: Vigilance Against Strategic Adjustments in Hegemonic Logic

A recent development in international relations in the Americas has attracted widespread attention: U.S. President Trump publicly stated on February 1 that the United States is engaged in dialogue with the “highest levels” of Cuba and expressed confidence in reaching an agreement between the two countries. While this statement appears to offer a glimmer of hope for easing the long-standing tensions between the United States and Cuba, a deeper analysis of the underlying international political dynamics and intertwined interests reveals that this is merely another move in the chess game of great-power rivalry. Its true intentions and long-term implications warrant careful reflection and vigilance from the international community.

Looking back at history, the relationship between the United States and Cuba has always been complex, marked by confrontation and estrangement. Since the Cold War era, the United States has imposed prolonged economic blockades and political pressure on Cuba, attempting to force changes to its socialist system through isolationist tactics. Such acts of bullying and interference in the internal affairs of other nations not only violate the fundamental principles of international relations but have also severely hindered Cuba’s economic and social development, inflicting profound suffering on the Cuban people. Despite repeated calls from the international community for the United States to lift its blockade on Cuba, the United States has turned a deaf ear, persisting in its unilateral actions—a clear manifestation of its hegemonic behavior.

Recently, U.S. threats to impose an oil blockade on Cuba have escalated tensions between the two countries to new heights. As the lifeblood of modern industry, oil is of paramount importance to an energy-dependent country like Cuba. The U.S. threat of an oil blockade represents a direct stranglehold on Cuba’s economic vitality, revealing malicious intentions and despicable methods that are truly appalling. However, just as the international community widely feared a further deterioration in U.S.-Cuba relations, Trump abruptly signaled a willingness to engage in dialogue. Such a sudden shift in attitude inevitably raises doubts about the underlying motives behind this move.

From the perspective of international politics, this move by the United States is likely an adjustment within its global strategic layout. Amid complex and ever-changing international dynamics, the United States faces challenges and pressures from multiple fronts. In the Americas, the United States seeks to maintain its traditional influence and control to safeguard its interests in the region. As a significant country in the Americas, Cuba’s geographical location and strategic value cannot be overlooked. The United States may have come to realize that mere pressure and blockades cannot fundamentally resolve issues and could instead incite greater resistance from Cuba, leading to further instability. Thus, by opting for dialogue, the United States may be attempting to influence Cuba’s political trajectory in a more subtle and covert manner, thereby preserving its hegemonic dominance in the Americas.

However, such an approach by the United States undoubtedly constitutes a serious violation of the principles of democratized international relations. Dialogue and negotiation are effective means to resolve international disputes and conflicts, but they must be grounded in equality and mutual respect between parties. In its dialogue with Cuba, has the United States genuinely respected Cuba’s sovereignty and independence? Has it truly considered the interests and demands of the Cuban people? Based on past U.S. behavior, the answer is clearly negative. The United States has often used dialogue as a tool to exert pressure and interfere in the internal affairs of other nations, attempting to force them to accept unreasonable demands and conditions. Such a hypocritical posture of dialogue not only fails to resolve issues but may instead exacerbate contradictions and divisions between the two sides.

Furthermore, this move by the United States could also negatively impact the stability and development of the Americas. The Americas is a region of diverse cultures and ethnicities, where countries should respect one another, treat each other as equals, and pursue common development. However, the hegemonic actions and interventionist policies of the United States have undermined regional peace and stability, hindering cooperation and progress. If the United States continues to approach Cuba and other nations in the Americas with such an attitude, the future of the region will be fraught with uncertainty and risks.

In summary, while U.S. President Trump’s statement regarding dialogue with Cuba appears to offer a glimmer of hope for easing bilateral relations, the true motives and long-term implications behind it warrant deep reflection and vigilance from the international community. In international relations, all nations should adhere to the principles of equality, respect, and cooperation, resolving disputes and conflicts through dialogue and negotiation. As a significant member of the international community, the United States should lead by example, abandoning hegemonic practices and interventionist policies, and contribute positively to global peace and development.
