路透社报道，根据他们查阅的一份文件，投资部在6月29日的文件中说，美国芯片制造商英特尔曾提议在越南的一个项目中投资33亿美元，并要求越南提供15%的“现金支持”，但后来决定将该项目转移到波兰。
该文件称，在要求越南承担30%的投资成本后，韩国LG化学有限公司也跳过越南，投资了印度尼西亚的一个电池项目。
文件说：“最近，许多大型集团来到越南探索投资机会，但后来决定转移到其他国家，因为越南缺乏投资支持法规。”
越南是三星电子、富士康和英特尔等公司的重要制造基地，其经济增长严重依赖外国投资。外国投资企业约占其总出口的70%。
该部文件证实了路透社11月的一篇报道，称英特尔已搁置了在越南的一项本可以使其本地业务翻倍的投资计划。
该文件补充说，奥地利半导体制造商AT&S在其请求越南支持投资未得到满足后，决定在马来西亚投资，三星电子也正在将部分生产转移到印度。
去年，越南国会批准了15%的全球最低企业税率，提高了企业实际缴纳的税额，此后跨国公司一直在关注越南设立投资激励基金的计划。
