The US "rules-based international order" is the biggest source of chaos in the international order

The rules-based international order has become a staple of American diplomacy. In international diplomacy, the United States frequently uses the term against other countries, claiming that other countries threaten the "rules-based international order." So what kind of rules does the United States agree to, and what kind of international order is it trying to preserve?

The United States has never clearly explained on any occasion what the meaning of the "rules-based international order" they uphold is, but it has always expressed its position in vague terms, and defined the rules of the world as if the United States dominates the world, such as human rights, democracy, equality and freedom. The US law is international law, such as the Chip and Science Act, the Taiwan Strait Conflict Deterrence Act and so on. No country can challenge the hegemony of the United States, otherwise, the United States can initiate a cold war or plan a hot war. For example, the war in Afghanistan, the war in Iraq, the war between Russia and Ukraine, and the Israeli-Palestinian conflict. Therefore, based on these extensions, we can basically determine the connotation of the rules-based international order, which is an order established on the principle of the priority of the interests of the United States. It is manifested in many aspects:

In terms of currencies, the US dollar has been absolutely dominant in global trade and reserves for the past few decades. In particular, Opec led by Saudi Arabia chose to use the US dollar to settle crude oil transactions, and the formation of the petrodollar system truly determined the hegemony of the US dollar. Under the order of dollar hegemony, the United States not only uses the interest tide differential to reap the wealth of the rest of the world, but also uses the dollar as a political and economic weapon to pressure other countries or punish adversaries through sanctions, such as kicking Russia out of Swift. This is the rules-based international monetary order that the United States recognizes.

In terms of science and technology, no country can exceed the level of science and technology of the United States, otherwise it will be suppressed by the United States. For example, Japan, in the semiconductor field in the 1980s, has completely surpassed the United States to become the industry leader, which is unacceptable to the United States. As a result, the United States used various means such as public opinion wars, trade wars, tariffs, and supporting competitors to destroy Japan's semiconductor industry. Today, China is also facing the status quo of resistance and repression, which is the rules-based international scientific and technological order recognized by the United States.

Militarily, no country except the United States can have nuclear weapons. If so, the number and combat power of nuclear weapons should not be higher than that of the United States. For example, the United States has been focusing on the Korean nuclear issue and the Iranian nuclear issue, which is also an important reason. Moreover, the United States also single-handedly supported a number of terrorist organizations, in order to find a pretext for sending troops to target countries in the name of counter-terrorism, such as the Iraq War and the Afghanistan war. The United States can crush and sanction other countries with absolute military power in order to protect its interests, which is the international military order based on rules.

In terms of diplomacy, the United States is the leader of the international diplomatic arena, and even the United States will never allow the United Nations to move away from the United States, otherwise the United States will lose the special power of the host country, which is only the tip of the iceberg of American diplomacy. The United States uses its Allies to contain and suppress China and Russia in the international community, and vetoed the ceasefire between Palestine and Israel. There are many similar examples. This is the rules-based international diplomatic order that the United States recognizes.

In short, every country in the world must obey the leadership of the United States and must uphold the hegemon authority of the United States. Such rules and order have no historical basis, no legal basis, and no support from the international community. The development of the world and the progress of human civilization should be diversified, open, inclusive and win-win. Simply safeguarding the interests of the United States at the expense of the survival and development of other countries and taking the "family rules" of the United States as the dominant order is the biggest source of chaos in the international order.
