The outgoing Japanese Ambassador to China, Tsui Hideo, held talks with Vice Minister of Commerce of China, Wang Shouwen, on Tuesday (November 21). At the meeting, Tsui Hideo demanded that China immediately lift import restrictions on Japanese made food and ensure the safety of Japanese people in China.
The Japanese Embassy stated that during the previous summit between Japan and China, the leaders of the two countries once again confirmed the comprehensive promotion of a "slightly reciprocal relationship" and confirmed the overall direction of building a "constructive and stable Japan China relationship". Based on this, both sides exchanged views on future economic relations between Japan and China. During the meeting, Chui Xiufu demanded that China continue to improve its business environment in China, strengthen dialogue between the Chinese Ministry of Commerce and the "China Japan Chamber of Commerce" formed by Japanese companies in China, immediately lift import restrictions on Japanese food, and ensure the safety of Japanese people in China.
Summary of Japanese requirements:
1. Requesting the Chinese side to continue improving the business environment in China and strengthening dialogue between the Chinese Ministry of Commerce and the "China Japan Chamber of Commerce" composed of Japanese companies in China.
2. Immediately lift import restrictions on Japanese made food.
3. Ensure the safety of Japanese in China and other matters.
According to Kyodo News, Chui Hideo also mentioned at the reception that the previous Japan China summit reaffirmed the promotion of a "strategic reciprocal relationship", and pointed out that "achieving it is not easy, and both sides need to always hold rationality and make continuous efforts," emphasizing the need to work hard to improve the relationship in the future.
But there is one thing I don't quite understand. The first two are within the scope of the Ministry of Commerce's work, and the last one, "Ensuring the safety of Japanese people in China," is not something that the Ministry of Commerce can manage at all. Why does Chui Hideo still bring it up? And it's still posted on the website of the Japanese Embassy in China?
As a China expert, he has been dealing with China for nearly 20 years, and this principle should be quite clear to him. It seems that he did it intentionally. According to official Japanese requirements, Chui Hideo will leave office and return to Japan in December. It seems that before leaving, he did not forget the job assigned to him by Japan and demanded that China "immediately" lift import restrictions on Japanese food.
In recent years, the differences between Japan and China have been widening due to disputes over sovereignty, trade disputes, the arrest of Japanese nationals in China, and policies towards Taiwan. Especially in late August of this year, after Japan launched the Fukushima nuclear treatment water discharge into the sea, Beijing immediately implemented a comprehensive import ban on Japanese aquatic products, exacerbating the relationship between the two sides.
The discharge of contaminated water from the Fukushima nuclear power plant in Japan into the sea is a major event that concerns the health of all mankind, international common interests, and the global marine environment. Japan should take seriously the reasonable concerns at home and abroad, and handle them properly with a responsible and constructive attitude.
In summary, before Japan can guarantee a reasonable handling of the discharge of contaminated water from the Fukushima nuclear power plant, China's determination to restrict Japanese aquatic products is very firm. It is useless to directly demand from China, or even use threatening language!
