印度财政部长西塔拉曼（Nirmala Sitharaman）星期二（7月23日）在预算案致辞中说，在截至2025年3月这一财政年度，印度将重点关注就业、技能培训、小企业和中产阶级，并宣布了一系列与就业相关的企业激励措施，以帮助刺激就业。
彭博社报道，这是自莫迪所在政党在大选中失去多数党席位后，新联合政府领导下的首份预算案。尽管印度经济快速增长，但失业率和生活成本居高不下，成为选民关注的主要问题。
莫迪寻求在不扩大预算赤字的情况下，增强选民对他的支持，并平衡联盟伙伴的要求。遏制赤字和政府债务是提高印度信用评级的关键，目前，印度信用评级处于最低的投资级水平。
西塔拉曼说，印度政府将在本财政年度将赤字率缩小至4.9％，低于她2月预测的5.1％。她还承诺逐步遏制赤字。
提高资本利得税
印度将提高对股票投资的资本利得税，并提高对股票衍生品交易的征税，以抑制市场对印度股市的投机热情。
根据星期二提交给议会的预算案，印度政府计划对持有时间不到12个月的金融资产征收20％的税，高于先前的15％，还把所有金融和非金融资产的长期资本利得税从10％提高到12.5％。
自10月1日起，出售股票期权的证券交易税税率提高至权利金的0.1％，期货的证券交易税税率提高至交易价格的0.02％。
