根据路透社星期四（8月10日）看到的一份未发表的联合国报告，朝鲜今年仍继续发展核武器和生产核裂变材料，并逃避联合国为切断平壤核计划和弹道导弹计划资金而祭出的制裁。
独立制裁监察员在提交给联合国安全理事会的报告中写道：“朝鲜2022年的网络盗窃已刷新纪录，所涉金额估计为17亿美元（约23亿新元）。2023年朝鲜黑客继续成功盗窃网络加密货币和全球其他金融交易。”
独立制裁监察员每年向安理会做两次报告，此前的报告指责朝鲜利用网络攻击，为朝鲜的核计划和导弹计划提供资金。朝鲜否认进行黑客袭击或其他网络攻击的指控。
联合国制裁监察员说，为朝鲜主要外国情报机构侦察总局（RGB）服务的黑客，“继续使用日益先进的网络技术来窃取资金和信息”，并指朝鲜继续进入国际金融体系，参与非法金融活动，“加密货币、国防、能源和卫生领域的公司，是他们的主要目标”。
这份报告将在未来几周内发布。
朝鲜驻联合国代表团没有立即回应对联合国报告的置评请求。
