今年6月底，日本媒体曝光去年12月和今年5月发生的两起驻日美军性侵冲绳女性案件，但此前日本政府并未对外公布相关消息，也未及时通报冲绳县政府，引发民众强烈不满。
新华社引述日本共同社的报道说，除冲绳外，近年来，位于青森县、神奈川县、山口县、长崎县等地的美军基地也曾发生驻日美军性侵案未公开、也没有向地方政府通报的情况。日本政府隐瞒驻日美军性侵罪行的问题接连曝光，驻日美军性侵案通报机制成为问题焦点。
据日本《每日新闻》星期一（7月22日）报道，警察厅说，驻日美军及军属涉性侵案是否公开由地方警方自行判断，尚不清楚地方警方与地方政府之间的信息共享情况。
日本山口县知事村冈嗣政19日说，驻日美军性侵案通报机制问题已成为日本全国面临的共同课题，不仅限于冲绳，应在全国范围内实施迅速通报机制。
根据日美两国政府于1960年签订的日美地位协定，如果美国军人在日本涉嫌犯罪，美方享有优先司法管辖权。美军在日本引发的案件往往不了了之。
