Biden warned in his speech on August 30th that Hurricane Idaria was "still very dangerous", despite the storm weakening after landing in Florida, and stated that he had not forgotten the victims of wildfires in Hawaii. Idaria made landfall near Keaton Beach at 7:45 am local time on the 30th, becoming a high-end Category 3 hurricane with maximum sustained winds of nearly 205 kilometers per hour (125 miles per hour). By the afternoon, it had weakened into a tropical storm with winds of 113 kilometers per hour (70 miles per hour).

Biden also announced that $9.5 billion in infrastructure funds will flow to Maui Island to help strengthen the power grid and pay for technologies such as erecting stronger power poles to support power lines or burying them underground if possible, and deploying technology that can send power outage alerts.

Some people on the island whose houses were burned down complained that the authorities refused to allow them to return their property. Biden called for patience and explained that hazardous materials must be removed before anyone returns. He said, "We are making every effort to move heaven and earth to help you recover, rebuild, and return to your life. I want to clarify to the people of Maui what will happen. The work we are doing takes time, and in some cases it takes a long time

Some Republicans in Congress are threatening to investigate the federal response in Hawaii, as some Maui residents complain that the government has not provided sufficient early assistance. Biden met with his cabinet on the 30th to discuss the response of Maui Island and listened to the opinions of Bob Fenton, an official of the Federal Emergency Management Agency responsible for overseeing the long-term recovery of the island.
