朝鲜位于平安北道东仓里的西海卫星发射场夜间有灯光，是否正在为第三次发射军事侦察卫星做准备，备受关注。
韩联社报道，美国国家航空航天局（NASA）星期五（11月3日）公开的夜间卫星照片显示，10月19日、21日、26日在朝鲜西海卫星发射场一带观测到灯光。由于朝鲜夜晚灯光主要集中在平壤或部分朝中边境地区，不寻常的灯光很容易被识别。
有观点据此推测，朝鲜可能一直在为第三次发射军事侦察卫星做准备。但此次捕捉到灯光的地点，位于西海卫星发射场内的原发射台。
朝鲜5月31日和8月24日曾在该发射台东南方约三公里处的新发射台进行试射，试射前夕均在新发射台观测到灯光。基于此，不排除朝鲜正在原发射台为第三次发射做准备的可能性，也不排除朝鲜第三次发射计划进一步延后的可能性。
朝鲜领导人金正恩于2021年1月，在劳动党全体会议上公开发射军事侦察卫星的目标，之后朝鲜于今年5月和8月进行的两次发射均以失败告终，并宣布将进行第三次发射。韩国联合参谋本部相关人士星期四（2日）说，军方研判，朝鲜军事侦察卫星发射筹备工作已完成，但尚无迹象表明其发射临近。
