中国人民银行三个月内两度降低政策利率，8月的中期借贷便利（MLF）利率下调15个基点，短期政策利率的七天逆回购利率也下调10个基点。
中国人民银行星期二（8月15日）发布公告称，为对冲税期高峰等因素的影响，维护银行体系流动性合理充裕，央行即日起将开展2040亿元（人民币，下同，约382.3亿新元）公开市场逆回购操作，以及4010亿元中期借贷便利操作，充分满足了金融机构需求。
公告称，一年期MLF中标利率从2.65%下调至2.5%，七天逆回购利率也从1.90%下调至1.8%。这是继6月降息后，央行再度下调中、短期政策利率。
光大银行金融市场部宏观研究员周茂华分析，7月金融数据显示实体经济融资需求偏弱，促内需稳增长压力增大，是本次超市场预期降息的原因。
周茂华说：“此次降息可以有效降低实体经济融资成本刺激消费和投资；同时，MLF利率下调，有助于带动LPR同步调降，有助于降低企业和房贷利率，有助于促进房地产复苏回暖。”
中信证券首席经济学家明明认为，本次降息说明长端利率下行空间更大，预计LPR也将等额下降15个基点。同时，MLF操作量超额对冲，加大7天逆回购操作量，有助于增加流动性供给，对冲税期和政府债发行的影响。
央行降息之际，人民币对美元汇率也延续疲软走势。据澎湃新闻报道，离岸人民币对美元汇率星期二接连跌破7.28、7.29和7.30关口，随后进一步跌破7.31关口，续创去年11月初以来的新低。人民币对美元即期汇率同样低开，开盘即跌破7.28关口。
