法新社报道，美国政府星期二（7月2日）提出这项条例，雇主必须制定高温伤害和疾病预防计划，并委任一名高温安全协调员。若温度达26摄氏度，雇主必须为工人提供饮用水，以及允许他们在阴凉处或空调房内休息。 另外，雇主也必须采取措施，让新员工或患病后重返工作岗位的员工“适应环境”，包括更频繁的休息时间和减少工作量，直到员工康复。
若高温超过36摄氏度，所有员工每两小时可以休息15分钟，管理人员也必须监测员工是否出现热相关疾病的症状。
这项条例将影响约3500万名工人，适用于在室内或室外工作、可能暴露在26摄氏度或更高温的工人，主要针对邮递员、送货员、建筑工人、园丁、餐厅人员等。 一名高级官员透露，条例的目的是大幅减少工人因在高温下工作而导致的死亡、受伤和患病情况。“因热相关疾病在工作时死亡的案例中，四分之三的工人是在工作的第一周内死亡。” 这项条例需要经过公开辩论，若确定将成为美国第一个此类规定。
