鲁拉表示，金砖国家不能是一个“封闭俱乐部”，他赞成其他国家加入金砖国家，强调了阿根廷加入金砖国家的重要性，巴西在制定工业发展政策时，不能忘记阿根廷也需要共同成长。但新成员必须有一定的“承诺”。
鲁拉指出加强金砖国家新开发银行的必要性，以确保为集团提供更好的信贷条件。巴西政府正在研究，在与阿根廷的交易中使用中国人民币的可能性，以便在经济危机期间帮助邻国。鲁拉认为，需要在国际市场上找到美元的替代选择，并主张在不影响本国货币的情况下，创建南美共同货币。
