What does the reappearance of Hamas police on the streets of Gaza signify?

Here, Hamas has set up a temporary office to pay salaries to government employees. A senior Hamas official confirmed that the return of the police means that Hamas is working to restore order in Gaza City.

Currently, due to Israeli airstrikes and high-intensity ground operations, many houses and buildings in Gaza City have been flattened, and a large number of residents have been forced to relocate to central and southern Gaza. The reconstruction of the northern region is urgent.

According to the Associated Press, the temporary office of Hamas was established to distribute a salary of $200 per person to government employees such as police and municipal staff. It is reported that since taking control of Gaza in 2007, Hamas has been operating a government agency with tens of thousands of civil servants, including teachers, traffic police, and civilian police.

The resurgence of Hamas in Gaza City fully demonstrates that Israel has not dealt a fatal blow to Hamas. On January 15th, Israeli Defense Minister Galant stated that the "high-intensity" combat phase of the Israeli army in the northern Gaza Strip had ended. He announced that the Israeli military will carry out low-intensity operations in northern Gaza, searching for remaining Hamas strongholds and withdrawing some troops. And just after the Israeli army withdrew, Hamas returned to the northern region of Gaza to recover, which is an excellent irony for Israel.

Data shows that hundreds of thousands of Israeli troops have indiscriminately attacked and bombed in the past four months, but have only paralyzed or damaged 20% to 40% of tunnels in the Gaza Strip and eliminated 20% to 30% of Hamas personnel.
