He pointed out that the dream of modernization jointly pursued by China and Africa will surely set off a wave of modernization in the global South. The Global South is a cluster of emerging market and developing countries. It is believed that China actively dominates the Global South and intends to use the Global South as a platform to promote the implementation of its own strategic goals and global initiatives. China sees itself as a member of the global South, of which Africa is a critical majority.

The ten initiatives include mutual learning among civilizations, trade prosperity, industrial chain cooperation, connectivity, development cooperation, health, agriculture and people's well-being, people-to-people exchanges, green development, and security. It covers politics, security, economy, health, culture and other fields, with China providing preferential treatment and training to Africa.

The "Partnership Action on Mutual Learning among Civilizations" has a political dimension, involving the exchange of governance experience between China and Africa and the training of governance talents.

China has repeatedly stated that it will not export the "China model". Will the exchange of governance experience and training of governance talents between China and Africa be seen as exporting the "China model"? Wang Yiwei pointed out that there is no Chinese model, only Chinese experience, and that China and Africa are purely exchanges of governance and economic experience, and China is helping African leaders to train them at their request, such as how to fight poverty and anti-corruption.

Under the "Building Partnership for Security" initiative, China will provide one billion yuan of free military assistance to Africa, train 6,000 military personnel and 1,000 police and law enforcement officers for Africa, and invite 500 young officers to visit China. Carry out joint military exercises and training, joint patrols, and maintain the safety of personnel and projects.

The economic field involves many aspects. China has taken the initiative to unilaterally expand market opening and granted zero tariff treatment to all the least developed countries, including 33 African countries, that have established diplomatic relations with China. China will expand access to African agricultural products and deepen cooperation in e-commerce and other fields. China is ready to implement 1,000 "small but American" livelihood projects and inject funds into the China-World Bank Partnership Fund to help Africa's development. China is ready to implement 30 infrastructure connectivity projects in Africa to promote high-quality Belt and Road cooperation.

China will also provide one billion yuan in emergency food aid to Africa. We will encourage Chinese and African companies to invest and start businesses in a two-way way, retain added value of their industries in Africa, and create at least one million jobs for Africa.
