国际刑事法院（ICC）今年3月以战争罪名向俄罗斯总统普京发出逮捕令，即将举行金砖国家峰会的南非，向国际刑事法院提出豁免执行这项逮捕令的请求。
路透社报道，根据星期二（7月18日）公布的一份南非地方法院文件，南非总统拉马福萨要求荷兰海牙国际刑事法院豁免南非执行逮捕普京的命令，理由是南非逮捕普京等同于向俄罗斯宣战。这份法院文件于6月27日提交。
拉马福萨在法院文件中说，他根据国际刑事法院《罗马规约》第97条启动程序。根据第97条，各国可基于它们面对的障碍，要求豁免执行国际刑事法院发布的逮捕令。
拉马福萨在宣誓书中称，“南非在执行逮捕并移交普京方面明显面对困难。俄罗斯已经表明，逮捕俄罗斯现任总统将被视为宣战。”
南非将在8月主办金砖国家（BRICS）峰会，来自巴西、俄罗斯、印度、中国和南非的金砖五国元首都将出席。
国际刑事法院指普京将乌克兰儿童转移到俄罗斯构成战争罪，于今年3月17日向普京发出逮捕令。南非是国际刑事法院成员国，有义务在普京到南非出席金砖峰会时把他逮捕。
