美国和芬兰签署防务合作协议，进一步增强两国军事和安全等领域合作。协议内容包括芬兰向美国开放多处军事设施以及两军进行联合训练等。
新华社报道，美国国务卿布林肯与芬兰外交部长瓦尔托宁、芬兰国防部长海凯宁，星期一（12月18日）共同出席在美国国务院举行的签字仪式。
布林肯说，协议生效后将提升美芬两军合作的效率和效果，为两军联合训练提供更多机会，同时增强北约军事行动的互操作性。
瓦尔托宁说，协议的签署是芬兰与美国双边关系中的“里程碑”，将“增强北欧和波罗的海地区的安全”。
海凯宁说，协议将显著增强两国在应对军事、安全和国防领域各种情形时一致行动的能力。
根据芬兰方面此前公布的协议文本，芬兰将开放包括空军基地、海军基地、训练区、仓储区等在内的15个区域供美方使用。协议还涉及美军在芬兰领土上预先部署国防装备和物资、确保美军及其使用的设施和区域的安全性以及刑事司法管辖权等内容。
由于这份协议包含立法性质的条款，签署后还要由芬兰议会批准。
芬兰去年5月申请加入北约，今年4月成为北约第31个成员国。2022年8月，芬兰决定与美国就防务合作协议展开谈判，谈判于今年10月完成。
