美国参议院通过修正案，要求美国企业向联邦机构通报对中国科技领域的投资情况。
据彭博社报道，美国参议院星期二（7月25日）以91票赞成、六票反对通过年度国防政策法案中的一项附加措施，要求美国企业在中国和其他特定国家进行科技投资前，必须通报美国财政部。不过，美国政府不会审查这些投资，也不会禁止。
上述修正案涵盖的投资范围包括半导体、人工智能、量子计算，以及高超音速和卫星通信。涉及的投资业务范围则包括收购、债务、子公司和合资企业以及技术转让等。修正案将要求美国公司在进行投资前14天、以及担保交易后14天通知美国财政部。
报道称，美国两党议员提出这项修正案，可能是为了向拜登政府施压，迫使拜登政府颁布自去年以来一直在制定的行政令。这项行政令与上述修正案不同，将会禁止美国公司对中国某些领域进行投资。
拜登政府目标在今年8月底之前颁布这项行政令，并从2024年起生效。
此外，美国参议院星期二还通过了一项措施，阻止来自中国、俄罗斯、伊朗或朝鲜的个人或公司收购美国农业公司、或者超过320英亩或价值超过500万美元（约664万新元）的农田。
