美国资深记者、普利策新闻奖得主赫什再次爆料称，乌克兰总统泽连斯基及身边高级官员非法挪用美国至少4亿美元援助款。
赫什指出，“根据美国中央情报局(CIA)的评估，2022年至少有4亿美元被挪用。”美国中情局评估显示，泽连斯基及其身边高级官员2022年从美国用于购买柴油的资金中挪用了至少4亿美元。
赫什表示，乌克兰有关部门“争相”成立空壳公司，以便与世界各地的私人军火商签订武器弹药供应合同，相关官员从“回扣”中获利。

赫什还称，基辅的腐败程度“接近阿富汗战争期间的水平”。
赫什援引匿名消息人士的话称，2023年1月，在泽连斯基和美国CIA局长威廉·伯恩斯的会面中，伯恩斯直接提出了乌克兰的腐败问题，并列出了35名已知存在腐败问题的将军和高级官员。乌克兰高级官员还抱怨称，泽连斯基“拿走了比高级官员们更多的援助资金。”
外媒此前爆料，乌克兰危机发生以来，乌克兰获得西方大量资金和军备援助，而乌克兰本身腐败问题严重。泽连斯基2023年1月解除包括国防部、内务部等机构要职，包括乌总统办公室副主任季莫申科，还大规模撤换地方官员。此后，乌克兰当局展开针对反腐等不法行为的广泛调查。
