美国总统拜登有意终止四个非洲国家的《非洲增长与机会法》（AGOA）贸易计划。
路透社报道，拜登星期一（10月30日）在写给众议院议长约翰逊的信中说：“尽管美国非常努力的与中非共和国、加蓬、尼日尔、乌干达密切协调，但这四个国家依然无法化解美国对它们违反AGOA资格标准的担忧。”
拜登说，他采取这一步骤是因为中非共和国和乌干达“严重侵犯”国际公认的人权。他也指尼日尔和加蓬未能在保护政治多元化和法治方面建立或持续取得进展。
拜登说，他打算从2024年1月1日起，终止这四国在《非洲增长与机会法》计划下的撒哈拉以南国家受益国地位。
拜登将持续评估加蓬、尼日尔、乌干达和中非共和国是否符合这项计划的资格。
美国《非洲增长与机会法》（U.S. African Growth and Opportunity Act，简称AGOA）2000年启动，允许符合条件的非洲国家产品免税进入美国市场。AGOA将于2025年9月到期，是否延长以及延长多久的讨论已在进行中。
