六国石油部长重申石油生产国合作宪章（简称DoC）签署国愿意随时采取额外措施，在油盟+的强大凝聚力下继续努力支持市场稳定。
油盟+（OPEC+）是由石油输出国组织（OPEC，简称油盟）和非油盟产油国包括俄罗斯组成。
油盟+在今年6月同意将4月份首次实施的自愿减产期限延长到2024年底。沙特和俄罗斯的额外自愿减产期限则延长至2023年底，并每月进行检讨。
在沙俄两国宣布继续自愿减产石油到今年12月底后，油盟+并没有改变石油产量政策。
2017年11月30日，24个石油生产国包括14个油盟国家和10个非油盟国家在维也纳签署油盟与非油盟合作宣言（Declaration of Cooperation），称“石油生产国必须共同合作，以实现石油市场的持久稳定，造福石油生产国和消费者“。
