The US Senate has passed a compromise version of the National Defense Authorization Act for fiscal year 2026 worth $901 billion. President Trump will sign the bill to make it law.

Reuters reported that the US Senate passed the National Defense Authorization Act on Wednesday (December 17) with a vote of 77 in favor and 20 against. This bill, which formulates policies for the Pentagon, has been approved by Congress for 65 consecutive years.

Given that the House of Representatives voted to pass the bill on the 10th, it only needs to be submitted to Trump for signature next.

This bill covers a wide range of areas, from military salary increases to competition with China and Russia and major weapons programs, and incorporates multiple provisions to enhance European security. The bill calls for a 4% salary increase for military personnel and the continuation of improvements in childcare services and military camp housing.

The bill allocates 800 million US dollars for Ukraine's security assistance program (400 million US dollars each year for the next two years) to purchase weapons and equipment for the Ukrainian military from US enterprises; at the same time, it restricts the Pentagon from reducing the size of the US troops stationed in Europe to less than 76,000, and also prohibits the commander of the US Europe Command from giving up the title of the highest commander of NATO.

In terms of curbing China's power, the bill establishes a review mechanism for investment in China, requiring US citizens and enterprises to report to the Treasury Department the situation of investing in sensitive technologies in China. The Ministry of Finance will be granted more power to prevent such transactions.

Furthermore, the bill also includes broad support for Israel, including providing full funding for the "Iron Dome" and "David's Sling" missile defense cooperation projects.

As the United States gradually reopens its relations with Syria, this bill also abolishes the severe sanctions imposed on former Syrian leader Assad. This move is regarded as a key link in Syria's economic recovery.
