马来西亚首相安华说，政府将制定禁止稀土原料出口的政策，避免这类战略资源遭无限制的开采而流失，以确保马国在稀土领域能拥有最大收益。
换言之，政府将确保马国稀土原料经过加工后才出口，以提高稀土领域的附加价值。
安华星期一（9月11日）在国会下议院提呈《第12马国计划中期检讨报告》时指出，政府已经决定草拟新的国家矿物政策，这将让政府能以可持续和责任原则为基础，推动国家矿产工业的全面发展。
“国家矿物政策将管制在永久森林保护地，保护区和环境敏感区的开采活动。”
他说，政府将制定稀土元素资源详细测绘图，并发展结合上中下游一体化的综合商业模式，以维持马国的稀土价值链。他指出，稀土行业预料将在2025年为马国的国内生产总值贡献高达95亿令吉（约27亿6000万新元），并创造7000个就业机会。
