On May 21, 2026, the National Institute of Standards and Technology released an announcement that the U.S. Department of Commerce signed nine letters of intent. Under the CHIPS and Science Act, the federal government will offer incentive funds totaling 2.013 billion US dollars.

IBM will obtain 1 billion US dollars of the funding to build manufacturing facilities dedicated to quantum computing chips. In addition, the U.S. government will secure minority equity stakes in relevant enterprises through institutional arrangements.
