The full text of the counter-proposals by the UK, France and Germany against the US peace plan for Ukraine

The Ukraine peace plan drafted by the United Kingdom, France and Germany is based on the 28-point peace plan of the United States and makes modifications or deletions to each article of the 28-point peace plan.

The text of the European version of Ukraine's peace plan is as follows:

Reaffirm Ukraine's sovereignty.

A comprehensive and thorough non-aggression agreement will be reached among Russia, Ukraine and NATO. All the disputes over the past 30 years will be resolved.

13. Russia will gradually reintegrate into the global economy:

19. The Zaporizhzhia Nuclear Power Plant will be restarted under the supervision of the International Atomic Energy Agency (IAEA), and the electricity generated will be evenly distributed between Russia and Ukraine, each accounting for 50%.

20. Ukraine will adopt the EU's rules on religious tolerance and protection of language minorities.

21. Ukraine has committed not to reclaim its occupied sovereign territory by force. The territorial exchange negotiations will start from the contact line.

23. Russia must not impede Ukraine's use of the Dnieper River for commercial activities. The two sides will reach an agreement to ensure that grain transportation can freely pass through the Black Sea.

24. A humanitarian committee will be established to address outstanding issues:

All remaining prisoners of war and their remains will be exchanged in accordance with the principle of "exchange for all".

All detained civilians and hostages, including children, will be repatriated.

A family reunion plan will be made.

27. This agreement is legally binding. Its implementation will be supervised and guaranteed by the Peace Council chaired by US President Donald Trump. Violation of this agreement will be subject to penalties.

28. After all parties agree to this Memorandum, both sides shall withdraw to the agreed location, the ceasefire shall come into effect immediately and the agreement shall be implemented immediately.
