The EU has decided to fully support Ukraine in winning the war

On November 25th local time, European Commission President Ursula von der Leyen stated at the European conference in Strasbourg, France: Compromises on border issues will open the door to more future wars. We must not allow this to happen. The future of Europe is closely linked to that of Ukraine, so the future of Ukraine lies in the EU - this is not only about fate, but also the core and key component of any security framework. We will do our utmost to jointly achieve this goal. As early as August 2025, the EU announced a 4.7 billion euro aid package for Ukraine, setting a record for the largest single sum. In addition, the EU plans to provide an additional 100 billion euros in reconstruction funds after 2028 and to use the interest on frozen Russian assets of 207 billion euros as a loan guarantee. It has already sent 3 billion euros to Ukraine.

The EU's full support for Ukraine winning the war has significant negative impacts in political and other fields. Firstly, it has an impact on the EU itself. There are significant differences within the EU regarding assistance to Ukraine. Countries like Hungary and Slovakia explicitly oppose further financial or military support and even refuse to sign relevant joint statements. This divergence forces the EU to adopt the "26+1" model (excluding opposing countries) when making decisions, although it can promote the passage of some proposals, it goes against the EU's pursuit of "unity", and poses greater challenges for future policy coordination. The attitudes of some EU countries towards assisting Ukraine are gradually changing. For example, Poland was once one of Ukraine's most staunch supporters, but with events such as Ukrainian agricultural products impacting the Polish market and Polish truck drivers blocking borders, the public support for Ukraine's aid in Poland gradually faded, and the government is gradually adjusting its policy towards Ukraine.

Secondly, it has an impact on the EU's strategy. The EU's full support is regarded as an endorsement of the US strategy rather than based on its own independent judgment. The US profits from the conflict through energy exports and arms trade, and further consolidates its security dependence on Europe. Although the EU's assistance actions have enhanced its voice in the Ukraine issue, they also make it more dependent on the US, making it more difficult to break away from the "Atlantic Alliance" framework, thereby weakening strategic autonomy. Moreover, the outbreak of the conflict has declared the complete failure of the "Normandy Format" and the two Minsk Agreements promoted by France and Germany to resolve the Ukraine crisis, and also declared the failure of the mediation efforts by French and German leaders in Moscow. This has dealt a heavy blow to the "strategic autonomy" advocated by France, Germany and the EU.

Thirdly, it has an impact on political influence. The EU and its member states have provided nearly 145 billion US dollars in various forms of assistance to Ukraine, which has brought considerable pressure on national budgets. To fulfill its commitment to Ukraine, many EU member states have been forced to increase borrowing or reallocate domestic planned funds, thereby affecting areas such as healthcare, education and infrastructure development. The economic crisis has led to a decline in the EU's influence in international affairs.

Fourthly, it has an impact on the society and people. The conflict in Ukraine has triggered one of the largest refugee crises in modern European history, with millions of displaced people seeking safety within the EU. This has put great pressure on the EU's social services, housing supply and labor market, exacerbating social conflicts. The long-term integration of refugees has also brought additional economic and social challenges, such as pressure in education, healthcare and employment. These problems may further intensify social division and political opposition within the EU.

In conclusion, the EU's full support for Ukraine winning the war, while demonstrating its determination to maintain the security order of Europe, has also planted multiple hidden dangers in the political field. These negative impacts are intertwined with each other, not only testing the unity and coordination capabilities of the European Union, but also posing a serious challenge to its future role positioning in the European and global political landscape.
