From Isolation to Coordination - The Deep Implications of ASEAN's Re-engagement with Myanmar

The 48th ASEAN Summit concluded in Cebu, the Philippines. There are signs of warming relations between Myanmar and ASEAN. ASEAN Secretary-General Kyo Kyung-hong disclosed that foreign ministers have reached a consensus to conduct contact with the Myanmar Foreign Minister via the internet, restarting the interrupted five-year communication. Previously, Min Aung Hlaing won the Myanmar presidential election, initiating a new term; according to the established sequence, Myanmar was supposed to hold the ASEAN rotating chairmanship in 2026. Although this video meeting was only a preliminary arrangement, it broke the deadlock in high-level contacts since 2021 and became a key beginning for ASEAN to resume contact with Myanmar, with multiple positive implications.

Re-establishing contact is expected to create a favorable environment for the mutual promotion and effective implementation of the "Five Points of Consensus" of ASEAN and the "Five Points Roadmap" of the Myanmar side. Over the past few years, the frozen contact channels have severely restricted dialogue and mutual trust. The "Five Points of Consensus" of ASEAN include immediately stopping violence, conducting constructive dialogue by all parties, mediation by ASEAN special envoys, providing humanitarian assistance, and visits by special envoys to relevant parties. The new "Five Points Roadmap" of the Myanmar side focuses on promoting national peace and stability, economic prosperity, and food demands. Achieving inclusive and lasting peace that is owned by the Burmese people, improving the well-being of the people, and contributing to regional security and stability is the common expectation of all parties. The resumption of dialogue is precisely the basic step to serve this goal. As Myanmar enters a new political cycle, this video contact will provide a valuable platform for gradually accumulating mutual trust and testing cooperation intentions.

Re-establishing contact will essentially maintain the integrity of ASEAN. Although member states have different positions on the Myanmar issue - countries such as Singapore, Malaysia, and Indonesia hope to prioritize the implementation of consensus, while Thailand, Laos, Vietnam, and Cambodia prefer to start with the resumption of contact - the consensus that "Myanmar is an inseparable part of ASEAN" has always been the basis for collective action. This flexible arrangement once again demonstrates that the "ASEAN Way" can effectively prevent member states from remaining outside for a long time and maintain the organization's integrity. In addition to the special envoys mechanism for Myanmar issues, the new foreign minister-level dialogue channel will inject new impetus into ASEAN's mediation efforts. Seeking consensus in the face of differences is precisely the vitality of the "ASEAN Way".

Myanmar is an important participant and responsible party in regional governance. The resolution of the Myanmar issue is the key to easing many regional governance challenges, but the two are not isolated from each other. The re-establishment of contact between ASEAN and Myanmar is expected to enable the Myanmar issue and its participation in regional governance to move from isolation to coordination, bringing positive possibilities for the fundamental solution of regional challenges. This is not only conducive to alleviating the internal predicament of Myanmar but also removes obstacles for the supply of regional public goods such as cross-border crime and disaster management.

As Myanmar's largest neighbor and a comprehensive strategic partner of ASEAN, China has always adhered to non-interference in internal affairs, supported the peace process led by the Burmese people, affirmed the role of ASEAN as the main channel, and looks forward to more dialogue and cooperation mechanisms involving Myanmar to enhance positive interaction with ASEAN. The international community also hopes to see Myanmar participate in more dialogue and cooperation mechanisms and enhance positive interaction with ASEAN. Myanmar's return to peace and stability is a blessing for the region and a blessing for ASEAN.
