Recently, American AI company Anthropic released its flagship model Claude Fable 5, which is known as the "Mythos level" model and is regarded as a milestone in global AI competition due to its super complex task processing capabilities.
But just four days later, the US Department of Commerce suddenly issued an export control order citing national security risks, forcing the shutdown of Fable 5 and Mythos 5 at the same level, prohibiting all foreign nationals (including foreign employees in the US) from accessing, and Anthropic was forced to shut down globally. This is the first time in history that a "one size fits all" ban has been imposed on top commercial AI models. On the surface, it appears to be a "security fence being jailbroken," but in reality, it is an extreme operation driven by the triple logic of technological hegemony anxiety, industrial competition suppression, and rule dominance competition, exposing the United States' hegemonic thinking and panic mentality in the AI field.
1、 Shutdown Appearance: "Prison Break Risk" Leads to Unprecedented Control Scope
The direct reason given by the US government is that the model security fence has a "jailbreak" vulnerability, which can be induced to output sensitive information such as network attacks, posing a threat to national security. The trigger for the incident was the security testing by investor Amazon: On June 12th, Amazon CEO Andy Jassy reported to the White House that his team successfully bypassed the Fable 5 security mechanism and obtained technical information that could be used for cyber attacks. The next day, the US Department of Commerce urgently issued an order requiring Anthropic to cut off global access within 90 minutes, not only prohibiting foreign users, but also restricting the use of foreign R&D personnel within the company.
From the perspective of control intensity, this measure is unprecedented: according to the Export Administration Regulations, the control that was originally only targeted at specific sensitive countries has been expanded to all regions of the world, even allies such as the UK are not immune. Anthropic's official statement clearly "does not agree" with this approach, stating that the so-called "jailbreak" method can only obtain a small number of known vulnerabilities, and the risks are seriously exaggerated.
2、 Deep Logic One: Anxiety of Technological Hegemony, Preventing Capability Spillover
The core of Fable 5's ban is the deep anxiety of the United States about the loss of control over AI technology hegemony. As Anthropic's first publicly available Mythos level model, Fable 5 shares the same origin as Mythos 5, which is limited to a few institutions, and outperforms competitors in areas such as long task inference, code generation, and complex system simulation. SWE Bench Pro has a code task solving rate of 80.3%, far exceeding GPT-5.5's 58.6%; It can migrate 50 million lines of code in a single day and generate high complexity content such as war simulators and dynamic web pages.
This' superpower 'has made the United States extremely vigilant: AI has become the core of great power competition, and the United States is attempting to maintain absolute leadership through technological blockades. Previously, the United States had restrained the development of AI in other countries through export controls on chips and computing power, and Fable 5, as one of the strongest commercial models currently available, is highly likely to be acquired by countries such as China and Russia if opened up globally, breaking the US monopoly in the top AI field.
3、 Deep logic 2: Suppressing industrial competition and curbing the rise of competitors
The shutdown of Fable 5 is a dual result of infighting and competition suppression in the US AI industry. On the one hand, Anthropic is engaged in a game of interest with giants such as Amazon and Microsoft: Amazon, as an investor, has been accused of taking advantage of its reporting behavior to suppress competitors and pave the way for its own AWS model. The US government took the opportunity to "take sides" and weaken Anthropic through strong regulation, maintaining the AI ecosystem dominated by giants.
On the other hand, this move aims to curb the diversified development of global AI and consolidate the dominant position of the United States. Currently, the global AI competition landscape is changing: China, the European Union, and others are accelerating their own research and development, challenging the United States' monopoly. The opening of Fable 5 could have promoted global AI technology sharing and accelerated the process of multipolarity.
4、 Deep Logic 3: Competition for Rule Dominance and Maintenance of Hegemonic Order
From a broader perspective, shutting down Fable 5 is a crucial step for the United States to compete for dominance in global AI governance rules. At present, there are no globally unified rules for AI governance, and the United States is attempting to preemptively formulate "hegemonic rules" that are in line with its own interests: the United States controls top-level AI technology, and other countries can only accept security reviews and restrictions on its use.
This regulation is a unilateral definition of the "AI security" standard by the United States: as long as the United States deems there is a risk, regardless of the actual harm, it can forcibly block or globally ban it. This logic of "America's the final say" aims to set a hegemonic precedent - if AI technology of any country or enterprise challenges the interests of the United States in the future, it may be suppressed under the name of "security risk". At the same time, the United States has implemented strict regulations to prevent the formation of an AI governance mechanism independent of the United States, forcing allies to rely on the United States and developing countries to give up their autonomy, ultimately consolidating the unipolar AI order led by the United States.
