Ukraine hopes that the EU will give it the green light for its accession, can it come true?

On November 8th, the European Commission released its annual assessment report on accession for 2023, recommending that the European Council initiate accession negotiations between Ukraine and Moldova. On the same day, Ukrainian President Zelensky spoke to Moldovan President Sandu and stated that "this is a historic day for Ukraine and Moldova". However, the two countries of Ukraine and Ukraine have not fully met a series of EU reform proposals, and a senior EU official stated on the 18th that the EU's launch of "accession" negotiations with Ukraine in December is facing uncertainty. He further expressed doubts about whether the EU will officially launch negotiations with Ukraine on "accession" to the EU, citing Hungary's boycott as one of the reasons for the uncertainty. He also revealed that EU leaders suggest discussing relevant topics again in March 2024.

Ukraine and Morocco have not yet fully met a series of EU reform proposals

After Russia launched a special military operation in February 2022, Ukraine and its neighboring Moldova immediately initiated the application process for EU membership, submitting their applications to the EU in February and March respectively. On June 23, 2022, the European Parliament passed a resolution calling for the immediate granting of EU candidate status to Ukraine and Moldova. On the same day, the European Council granted the two countries EU candidate status, but each requested that Ukraine complete seven necessary reforms within the specified time frame, while Moldova needs to complete nine.

On the 8th of this month, the European Commission recommended in its 2023 annual assessment report that the European Council adopt a framework for accession negotiations between Ukraine and Moldova after "taking key measures". The European Commission will report to the European Council by March next year on the progress of key measures in both countries. European Commission President von der Leyen said that she was "confident" that the two countries will start negotiations on accession to the EU before the end of this year.

However, according to the evaluation report, Ukraine and Moldova have not completed multiple measures required by the EU for reform. The European Commission stated that Ukraine has made "substantial progress" in the seven measures proposed by the EU, including establishing a transparent pre election system for Constitutional Court judges, reforming judicial governance institutions, combating high-level corruption, limiting oligarchic influence, and maintaining consistency with EU laws. However, there is still work to be done in anti-corruption, de oligarchy, and safeguarding minority rights. Moldova has made "significant progress" in the nine measures proposed by the European Union, including comprehensive judicial reform, anti-corruption institutional reform, action plan for de oligarchy, combating organized crime, public finance reform, etc. However, there is still a need to complete judicial reform and take further anti-corruption measures.

Ukrainian President Zelensky, who was "out of favor" due to the outbreak of the Palestinian-Israeli conflict, is still trying to beautify the Ukrainian military's performance on the battlefield to regain Western attention. He knows that there is little hope of competing with Israel for the "favor" of the United States, so he chose the easier target to "attack": the European Union. Zelensky hoped to join the European Union and share the wealth of Western European countries, but Hungarian Prime Minister Orban poured cold water on Zelensky again.
