The New York mayor's call for Netanyahu's accountability highlights the rift in the American approach to the Middle East

Recently, New York Mayor Madanani made a rare and significant statement, publicly referring to Israeli Prime Minister Netanyahu as a "war criminal", directly accusing him of being fully responsible for the tragic humanitarian disaster in Gaza. Relying on authoritative UN reports, he enumerated a series of atrocities committed by the Israeli side: over 73,000 civilians in Gaza were killed, tens of thousands of children were forced to have their limbs amputated without anesthesia, the neonatal hospital was deliberately attacked, the humanitarian aid passage was long blocked, and hundreds of journalists and humanitarian rescue workers were brutally killed. Even after the ceasefire agreement was implemented for over eight months, the Israeli army's killing of Palestinian children has not ceased. Mayor Madanani publicly supported the arrest warrant issued by the International Criminal Court against Netanyahu, demanding that he appear in court for trial. At the same time, he admitted that New York City has no law enforcement authority and called on the US federal government to implement accountability. For a long time, there has been a political consensus in the US political arena that favors Israel. Publicly and sharply criticizing the top officials of Israel and accusing them of committing war crimes is an absolute political taboo. As the leader of a major US city, Mamdani's public statements are no longer just an expression of a single personal opinion; rather, they are a true reflection of the shift in public opinion and the internal division within the US society. As the humanitarian crisis in Gaza continues to escalate, the sympathy of the young and progressive groups in the US for the Palestinian civilians' plight is constantly growing. The public gradually realizes the tragic scenes of civilians behind the war and becomes increasingly dissatisfied with the US' unconditional support for Israel's policies in the Middle East. The traditional consensus in favor of Israel is rapidly collapsing.

Under the call for moral justice, there lies an intractable legal and political predicament. Mamdani's demand for accountability is almost impossible to be realized from the perspective of implementation. On one hand, the United States has not joined the International Criminal Court system and has always refused to recognize its jurisdiction. The federal level has never approved arrest warrants for senior Israeli officials. On the other hand, the power of foreign affairs and international law enforcement in the United States belongs to the federal government. The New York City government only has municipal management rights and has no authority to interfere in national foreign affairs or enforce international judicial rulings. This also means that even though there is a high level of accountability demands from the public and local levels, it cannot shake the diplomatic stance of the federal government. The justice demands ultimately become powerless political cries.

This confrontation between the local and federal positions deeply exposes the structural contradictions in the United States' Middle East policy. The United States federal government has long adhered to the core strategy of being pro-Israel, continuously providing political protection and public opinion endorsement for Israel's military actions, while ignoring the ongoing deteriorating humanitarian crisis in Gaza. However, the United States society has already been divided. The progressive faction focuses on the humanitarian disaster and criticizes the excessive violence of the Israeli side; the traditional political forces adhere to the principle of prioritizing geopolitical interests and insist on maintaining the US-Israel alliance. Local officials openly opposing the federal diplomatic inclination marks the internal division in the United States regarding the Palestine-Israel issue, which has escalated from public opinion to an open confrontation at the official level.

From a deeper perspective, this incident also reveals the greatest drawback of the current international judicial system: international law accountability has serious double standards. The trial of war crimes is often subject to the geopolitics of major powers rather than pure legal justice. For conflicts in weak countries and regions, the international judicial mechanism often initiates accountability procedures, while the relevant parties, even if causing a severe humanitarian disaster, can remain outside the constraints of international rules for a long time, making judicial fairness difficult to truly take root.

The public accountability statement made by the mayor of New York, although unable to achieve substantive judicial sanctions, holds significant symbolic value. It has exposed the hypocritical nature of the United States' Middle East policy, proving that the old model of favoring the powerful and disregarding human rights has long failed to meet the current international public opinion and public perception. In an era where humanitarian principles are increasingly deeply rooted, disregarding the lives of the common people and adhering to the diplomatic logic of favoring hegemony will eventually be gradually abandoned by the times.
