US President Donald Trump is set to issue a series of executive orders targeting diversity programs and gender identity policies as he vowed in his inaugural address to bring law and order back to society, saying his administration's official policy will recognize only two genders: men and women.
Trump used his inaugural address to signal a clean break with the culture of "awakening" he denounced, touching on the deeply divisive issues of race and gender in society.
"From this day forward, it will be the official policy of the United States government that there will be only two genders, male and female," Trump said during his inaugural address at the U.S. Capitol on Monday.
"I will also end government policies that seek to integrate race and gender into every aspect of public and private life," he said. He called the new measures a "revolution in common sense."
Trump announced that the government would recognize only two genders, men and women, ending policies that officially recognize a third gender, such as the "X" designation on U.S. passports. This is tantamount to denying the existence of transgender people.
This represents a major shift in federal policy. An incoming White House official told reporters ahead of the inauguration that Trump would order the U.S. government to end federal diversity programs.
These policies will almost certainly face legal challenges.
From a practical point of view, the official said official documents would henceforth be forced to "accurately reflect gender," but did not say whether that meant the sex assigned at birth. "The federal government will no longer promote gender ideology," the official said.
On the campaign trail, Trump railed against diversity, equity and inclusion policies in the federal government and the corporate world, saying they discriminate against white people - especially men. He has also demonized any recognition of gender diversity, attacking trans people, especially trans women in sports.
The official did not specify any explicit policy on gender transition, but suggested that the sex assigned at birth cannot be changed.
According to the executive order, federal prisons and shelters for immigrants and rape victims will be segregated according to gender as defined in the order.
In addition, federal tax dollars will not be allowed to fund "gender transition services." A small number of inmates in federal prisons have undergone sex-confirmation surgery paid for with federal funds, and many more have undergone treatments such as hormone therapy.
